Overview

The FLMM was created in 1983 as an intergovernmental forum to promote discussion and cooperation between federal, provincial, and territorial governments on Pan Canadian and regional labour market issues.

The FLMM is a platform for collaboration and partnership to address shared labour market issues. Through the FLMM, federal, provincial and territorial governments work to ensure Canada has a skilled, adaptable and inclusive workforce that supports a competitive Canadian economy.

The FLMM is co-chaired by the federal government (Employment and Social Development Canada) and a lead province / territory. For 2023–2025, Manitoba is the lead province and hosts the Forum’s Secretariat.

FLMM Priorities

Labour Market Ministers are committed to fostering inclusive labour market participation, addressing labour and skills shortages and mismatches, and supporting labour market adjustments and worker resilience.

Given the unique and significant impact of COVID-19 on the Canadian economy, the FLMM is currently focusing on implementing actions to support an inclusive and effective labour market recovery. Its guiding principles are:

  • collaboration and engagement on shared interests;
  • meeting needs of Canadians;
  • reflecting regional diversity;
  • sharing best practices;
  • evidence-based and continuous improvement.
